Deputy Prime Minister of Kurdistan Blocks Paytaxt Media

Today, September 17, 2026, according to an official announcement published by “Paytext Media” network on social media, their journalism team was prevented by Qubad Talabani, Deputy Prime Minister of the Kurdistan Regional Government (KRG), from participating alongside other media outlets in the standard coverage of the “Sulaimani Forum.”

In a statement, the Kurdish Intellectuals Organization in the UK condemned this decision as a clear violation of press freedom, highlighting that restricting journalists represents a dangerous precedent for the direction of governance in Sulaymaniyah and the wider Kurdistan Region, as well as a direct interference in the independence of media institutions.

This restriction directly contradicts the fundamental principles of human rights and applicable laws within the Kurdistan Region:

• Press Law in the Kurdistan Region (Law No. 35 of 2007):

  • Article 2: Emphasizes freedom of the press and asserts that journalists have the right to access information and attend public gatherings and conferences without discrimination.

  • Legal Violation: Restricting the coverage of a public event places arbitrary obstacles in front of journalistic duties and violates the fundamental right to obtain information.

• Universal Declaration of Human Rights (Article 19): Guarantees the right to freedom of expression and the freedom to receive and impart information without state interference.

Preventing media outlets from participating in an important event such as the “Sulaimani Forum” damages the reputation of the Kurdistan Region and undermines the climate of press freedom. Relevant authorities and press freedom advocacy organizations are calling for the guarantee of a fair, non-discriminatory environment for all media organizations.

ئەمڕۆ، ١٧ی ئەیلوولی ٢٠٢٦، بەپێی ڕاگەیەندراوێکی فەرمی دەزگای میدیایی «پایتەخت میدیا» لە تۆڕە کۆمەڵایەتییەکان، تیمی ڕۆژنامەوانییان لەلایەن قوباد تاڵەبانی، جێگری سەرۆکی حکومەتی هەرێمی کوردستانەوە، ڕێگرییان لێکراوە هاوشانی میدیاکانی دیکە بەشداری لە ڕووماڵکردنی ئاسایی «لووتکەی سلێمانی»دا بکەن.

ڕێکخراوی ڕۆشنبیرانی کورد لە بەریتانیا، لە هەڵوێستێکدا ئەم بڕیارەی بە پێشێلکارییەکی ئاشکرای ئازادی کاری ڕاگەیاندن لەقەڵەم دا، وە ڕێگری لە ڕۆژنامەنووسان نیشانەیەکی مەترسیدارە بۆ ئاڕاستەی حکومڕانی لە شاری سلێمانی و هەرێمی کوردستان، و دەستوەردانێکی ڕاستەوخۆیە لە سەربەخۆیی دەزگا میدیاییەکان.

ئەم ڕێگرییە لەگەڵ بنەما سەرەکییەکانی مافی مرۆڤ و یاسا بەرکارەکانی هەرێمی کوردستاندا یەکناگرێتەوە:

یاسای ڕۆژنامەگەری لە هەرێمی کوردستان (ژمارە ٣٥ی ساڵی ٢٠٠٧):

ماددەی دووەم: جەخت لەسەر ئازادی ڕۆژنامەگەری دەکاتەوە و ئاماژە بەوە دەدات کە ڕۆژنامەنووسان مافی دەستکەوتنی زانیاری و بەشدارییان لە کۆڕ و کۆبوونەوە گشتییەکاندا هەیە بەبێ جیاکاری.

سەرپێچی یاسایی: ڕێگریکردن لە ڕووماڵکردنی چالاکییەکی گشتی، بەربەستخستنە بەر ئەرکی ڕۆژنامەنووسی و پێشێلکردنی مافی ڕەسی کردنی زانیارییەکانە.

جاڕنامەی گردوونیی مافەکانی مرۆڤ (ماددەی ١٩):

مافی ئازادی دەربڕین و وەرگرتن و بڵاوکردنەوەی زانیارییەکان بەبێ دەستوەردانی دەسەڵاتداران مسۆگەر دەکات.

ڕێگریکردن لە میدیاکان بۆ بەشداریکردن لە لووتکەیەکی گرنگی وەک «لووتکەی سلێمانی»، زیان بە ناوبانگی هەرێمی کوردستان و کەشوهەوای ئازادیی ڕاگەیاندن دەگەیەنێت. لایەنە پەیوەندیدارەکان و ڕێکخراوەکانی مافی ڕۆژنامەنووسان داوای مسۆگەرکردنی ژینگەیەکی لەبار و بێ جیاکاری بۆ تەواوی دەزگا میدیاییەکان دەکەن.
