Media Freedom & Rights Incident Report

Incident Summary On Tuesday morning, September 15, 2026, at approximately 9:30 AM, security forces attacked a crowd of retirees waiting to collect their pensions in front of the Malkandi Bank (located behind the Sharazoor Terminal) in Sulaymaniyah. During the incident, security personnel also targeted and assaulted Bryar Namiq, a journalist for KNN Channel, along with his news crew while they were actively reporting on the scene.

Statement by Bryar Namiq (KNN Journalist) Following the attack, Bryar Namiq released footage of the incident alongside a direct statement addressed to government authorities:

“To the Honorable Minister of Interior, To the Honorable Governor of Sulaymaniyah: What is being assaulted today is not merely retirees—it is a direct blow to the rule of law and its sovereignty. Immediately following these events, the KNN crew was attacked with equal cruelty. This is an assault on the Journalism Law passed by the representatives of the Kurdistan people, and an assault on democracy and human dignity that the law is bound to protect. When law enforcers resort to violence and you remain silent, it signals approval of these disgraceful actions. This behavior must not pass without accountability and punishment.”

Statements & Reaction

• Kurdish Intellectuals Organization in the UK: Issued a warning regarding the sharp increase in press freedom violations across the Kurdistan Region. They highlighted that the majority of violations against journalists are committed directly by security forces, despite those forces being legally mandated to protect journalists’ lives and rights.

Conclusion This incident represents a direct violation of the Kurdistan Region’s Press Law (No. 35 of 2007), human rights standards, and the rule of law. Legal and judicial authorities are urged to investigate the event and hold the responsible security personnel accountable.

 ئەمڕۆ سێشەممە، ١٥ی ئەیلولی ٢٠٢٦، کاتژمێر ٩:٣٠ی بەیانی، لە بەردەم بانکی مەڵکەندی (پشت تەرمیناڵی شارەزوور) لە شاری سلێمانی، ئاڵۆزی و گرژی لە کاتی کۆبوونەوەی خانەنشینان بۆ وەرگرتنی مووچەکانیان ڕوویدا. لە کاتی ڕووماڵکردنی ڕووداوەکەدا، هێزە ئەمنییەکان هێرشیان کردە سەر خانەنشینان و تیمی ڕۆژنامەوانیی کەناڵی KNN، بە تایبەتی پەیامنێر (بڕیار نامیق) و تیمی هاوڕێی.

دەقی پەیامی بڕیار نامیق (پەیامنێری KNN) بڕیار نامیق دوای ڕووداوەکە دیمەنی ساتی هێرشەکەی بڵاوکردەوە و ئاڕاستەی بەرپرسانی کرد:

«بەڕێز وەزیری ناوخۆ، بەڕێز پارێزگاری سلێمانی: ئەوەی شەقی لێدەدرێت تەنها خانەنشینان نیین، شەقێكی توندە لە یاسا و سەروەربوونی. دوای ئەم دیمەنە پەلاماری تیمی KNN دەدرێت بە هەمان دڵڕەقی؛ شەقە لە یاسای ڕۆژنامەگەری کە نوێنەرانی گەلی کوردستان دەنگیان پێداوە، شەقێکە لە دیمۆکراسییەت و کەرامەتی مرۆڤ کە دەبوو یاسا بیانپارێزێت. کە پارێزەرانی یاسا بە زەبروزەنگ مامەڵەیان کرد و ئێوە بێدەنگ بون، ئاماژەیە بە ڕازیبوون لەو کردەوە قێزەونە. ئەم ڕەفتارە نابێت بە بێ لێپرسینەوە و سزا تێپەڕێت.»

• ڕێکخراوی ڕۆشنبیرانی کورد لە بەریتانیا: هۆشداری توندی دا لە زیادبوونی پێشێلکارییەکان بەرامبەر بە ڕۆژنامەنووسان لە هەرێمی کوردستان. ڕێکخراوەکە ئاماژەی بەوە کرد کە زۆربەی ئەو پێشێلکارییانەی ڕووبەڕووی ڕۆژنامەنووسان دەبنەوە لەلایەن هێزە ئەمنییەکانەوە ئەنجام دەدرێن، لە کاتێکدا ئەرکی سەرەکیی ئەو هێزانە پاراستنی ژیان و ئاسایشی ڕۆژنامەنووسان و هاوڵاتیانە.

کۆبەند ئەم ڕووداوە بە پێشێلکارییەکی ڕوون بەرامبەر بە یاسای ڕۆژنامەگەری (ژمارە ٣٥ی ساڵی ٢٠٠٧)، مافەکانی مرۆڤ و سەروەریی یاسا دادەنرێت. داواکاری گشتی و لایەنە پەیوەندیدارەکان ڕووبەڕووی بەرپرسیارێتییەکی یاسایی دەبنەوە بۆ سزادان و لێپرسینەوە لە ئەنجامدەرانی ئەم بەکارهێنانی زەبروزەنگە.
